There should be more ways to proc the Glacial Augment's second passive

It feels really bad when your champion SHOULD like to use glacial augment, but your itemization locks you out of being able to use the freeze ray. I think they should add a way for non-active item slows to proc the freeze ray, like rylais and dead mans crushing blow.

Barring that, maybe just replace it completely with something else so it's more flexible to different champions.
