At least in my silver 5 elo, nobody cares about the rift herald and neither do I.
It's one of those features that Riot put in the game that is highly contested in LCS or challenger maybe but as far as i'm concerned, the average league player just doesn't care.

Had a game recently where we'd killed the enemy top laner, I pinged rift herald repeatedly, and no one took it. No one even cared.
This happened again.
No one even cared.
Finally, got fed up, and walked on over to solo it as 
. No one bothered trying to stop me.
A little while later, collected my herald, summoned it top lane, took inhibitor tower. As Janna.
