He's pretty strong right now not having to build Tear to start due to lower mana on all his hammer skills, coupled with mana regen in that mode and extra damage from R now.

All his Hammer form skills are 40 mana each, with proper skilling order timing and mana usage you don't need tear to stay in lane a long time because of mana regen on W. Unless of course your opponent is ranged then you just need to not try to poke them down and instead combo them for an extended trade, then get out with E on them (in hammer form) and walk away.
