Didn't Guinsoo's Rageblade go from never used to outright absurd?

I won't deny the item is strong, but I just find it funny how before it got probably one of the biggest buffs in the game, from going to outright never bought except in very fringe cases like Kayle.

To bought on anyone that can use devourer etc.
