Will hard counters ever be allowed to exist in league?

I'm not talking about first picking vayne and getting countered by cait so you have to take warlords as opposed to fervor, i mean first picking viktor into a leblanc and dying 3 times while getting zoned off 40 cs.

Would riot ever let hard counters exist? Could they even exist in league?

It shouldn't, considering that it directly contradicts one of Riot's stated design values.

Rich and exciting fights need to be two-sided, not one-sided. In order to dominate your opponent, you need to consistently outplay them, not just pull off that one perfect kill. League isn’t won at champion select and no phase of the game should be decided before a team steps up to fight. We strive to ensure a player's decisions, actions, and reactions matter.

Personally, I think there are already a few champions in the game who break this rule or come uncomfortably close to doing so.

Riot doesn't have design values, seeming as they change on a seasonal basis, and even then get contradicted frequently.

Whenever Riot don't adhere to those design values, we should hold them to account by citing their design values and pointing out how they are breaking them. That's actually the reason why they published them, according to Morello at the top of the article.

No, Dota has these hard counter, league just can't.

Direct hard counters causes too much niche picks, something league is trying to move away from. Hence why there's champs who might excel in 1 thing but still able to do other things. Hard counters would also make balance a nightmare because you'd cause too much of a chain reaction compared to league which just has some meta OPs that get handled when possible. (By meta OP I mean when their counters and competition get nerfed they start to shine more and more)

they could, but they wont because riot is past its infancy and knows better by now

I've heard that there are a ton of "hard counters" in DOTA2 and it made me think if they could ever exist in league.

dota 2 is a different kind of game really.

Sure both are moba's but imagine if ashe's W took 2/3rds of the mana bar.

Dota 2 has hard-ish counters but also has solutions to hardish counters that would ruin this game

No. Hard counters have zero counterplay for the champ or champs they counter.
