Rework Tenacity

Tenacity, currently, is crap. It doesn't do much and with chain CC, I'm screwed anyway. So why not rework it to this:

After being effected by CC, a champion is unable to be effected by CC again for the duration of their Resolve buff.

Tenacity grants Resolve where: 10% Tenacity = 1 second buff 25% = 2.5 second buff etc.

While the Resolve buff is active, your champion does reduce damage for the percentage of Tenacity they have. The Resolve buff comes with an internal 2 minute cooldown. This cooldown is unaffected by CDR.

If we're reworking Tenacity into temporary CC immunity, it may be even better to make the thing an active, potentially even just tie it into QSS and make it much more accessible to tankier champions. I dislike percentage modifier stats in general, and I think changing Tenacity into some form of CC immunity would be a tremendous improvement, as it would add a ton more clarity, consistency and genuine gameplay to the effect.

I'm not opposed to this, but to be honest I fully expected the community to shit all over this, so i pitched it as conservatively as I could.

Having it be activateable might be fine, but I thought it could work a little more like Malzahar's passive, meaning it was something the enemy could work around, rather than GP's oranges which are more of a get-out-of-jail-free card

This is a fair point, having the effect function more like Banshee's Veil could allow certain champions to "waste" the effect on their opponent by hitting them with more disposable CC through poke, which could then also fit well into punishing vanguard-type tanks if they stall for too long before initiating.

Absolutely. And the sort of walk through there is "Is the disposable CC I use on this tank something I should use for someone else? If I waste this early, will he be immune for long enough to set them up for a gank? If I go too early, will the second CC not be in position in time?"

And the ally has to know "ok, he was just hit with a Zil slow. In 3 seconds he's going to be immune for 4 seconds. Should I unload now or then? Will he survive? Will the ADC bail? If he's immune is he going to go way too HAM?"

I only play this game right now. I'm not aware of another game having something like this, I just thought it was logical given:

A. the current state of tenacity B. how certain items/abilities in game already allow for this

Tenacity is bad until you put it on a champion that gains Tenacity themselves, like DrMundo and Garen . Sometimes, I'll try and root one of these guys, only for them to get out of the root before the spell animation finishes.

I personally don't think Tenacity should be tied to item 3111 , as that just makes physical damage champions with CC that much better. I'd rather it be on a cheap, global defensive stat item. Like, say, a new 800 or 1000 gold item that grants like 250 Health or maybe 25 Armor and Magic Resist as well as 25-35% Tenacity. Then maybe have it build into a good late game item.

Thats why I'm saying rework, rather than specific items. Tenacity, moving to a system like CDR, gives everyone a more reasonable shot to evaluate it and make it function. Any change would have to include items, abilities, and actives.
