W giving Q stacks got removed because ashe used to be able to get Q active so quickly and unleash damage quickly which was broken because an utility adc shouldn't be able to deal so much damage in a quick time.
Now it's getting reverted So Riot just gave up on trying to balance burst vs DPS

she's unplayable in this meta where you die botlane in one all in
that being said, she shouldn't be buffed the whole botlane issue should be fixed by nerfing damage across the boards AND TANK SUPPORTS
