Should Glacial Augment give active item CDR?

Perhaps, so it can't be abused on shields/shields and Zhonya's, it could be specific like, "reduces the CDR of active items by 20% when they damage or cc an enemy champion."

I don't know, it just seems like it should be more viable than it is. It's got even fewer effective users than Phase Rush, especially since Conqueror became the go-to for the juggernauts who usually took it. And anyone who does build Bork or Gunblade has dashes or blinks, so they don't bring Augment anyway. It'd be nice to make it a more viable option when paired with Ingenious Hunter, to stack active items.

How about just moving the rune to any other tree?

Also, Freezeray doesn't work with enough items to make the rune truly valuable to a lot of champs who would otherwise take it. And when the rune was added, we still had Face of the Mountain. So, it made a lot more sense to have this rune in inspiration, when it also worked with a frequently-rushed support item. Maybe we could change it to "using an item active OR CHARGED slow" and now it works with Deadman's Plate.

If you aren't using Freezeray, then you aren't getting the full value out of the Keystone.
