all of those you listed are fully capable of carrying games. the reason they dont is because in comparison to top adc they come online with 3 items instead of 2, or they get beaten in lane by the current top adc.
no one picks them, because there are slightly stronger choices that fill exactly the same role. that doesnt mean that compared to the game overall theyre not really fucking strong.
an ashe, jinx, sivir or vayne who wins the early game can still hard carry a game. theyre just not going to carry as hard or win lane as often as the void bitch.
