3000 total Bonus HP would grant 45% attack speed.
Like I said its a shot in the dark, I like the idea but Im not going to sweat bullets pumping out a wall of text about it.
Inb4, thats just the passive, it can be balanced through the base stats of the item.

The term Bruiser is too broad in this context.
An AS item that scales with HP, would affect certain AS centric Juggernauts, (Olaf, Udyr, Voli) as well as some AS skirmishers.
The main issue with that is, your not going to be able to reconcile those two roles, as Skirmishers will pick up the item, and fill the Juggernauts role better. (And I thought people hated Tank Yasuo)
That said, I don't even think As juggernauts are lacking itemization. An AS centeric Juggernaut can easily stack up a Black cleaver or a Wit's end, while otherwise building tanky.

I mean, look at the champions Riot classifies as Juggernauts:
Out of those, Olaf, Shyvana, Udyr and Volibear are the champions most commonly associated with AS. However, Volibear and Olaf both have kit-intrinsic AS and thus commonly do not build more of the stat. Udyr needs an overhaul anyways - and Shyvana possibly too.
