Why isn't Vlad getting any changes ?

He's been on 70% ban rate last 2 months, now it's still 50% and there's no change on pbe. I don't understand, he isn't in a balance state, especially not how people build him. He's so toxic in lane and to deal with in teamfights and the ban rate proves it but there's no changes to him. His rework did nothing in terms of toxicity of the champ. You made him clunkier to play with the E change not hitting everything and he has counterplay on his Q, but you also made his E scale with HP that does absurd damage and his empowered Q heals for 1k++ later on. I really don't get it.

He's not actually that strong now that they've nerfed how much health benefits him and force him to go more squishy. Honestly he's just annoying that's the only reason I ban him.

he isn't that strong ? rofl, I play vlad too, only way you lose lane is if you get camped and in teamfights your heal is ridiculous. Of course he's annoying, if you have cdr, his EQ combo is on a 3.5 cd and if he has ult that's fuckton of heal too and he's such a pain to deal with. everybody's still anyway building SV first with hp items and he gets insanely tanky with absurd dmg, but hey, I'm obviously wrong, the 50-70% ban rate is almost nothing, amirite.

Frankly, I miss Old Vlad. And not just because the reworked particles on his Tides of Blood look like absolute shiiiiiiiiiii-. =P

Talk about aggression, guess expecting a respectful conversation was a little bit much. Oh well.

At any rate, if you want to quote data he's got a near 50% ban rate like you say while only having 46.5% win rate. And that win rate is only 47.5% if you look at people who actively play him and are in platinum ranks or higher. His win rate was a lot higher until they made SV scale far less better on him due to his passive and ratios.
