He seems like he can carry, I love his ult, and he's ranked #2 overall on Champ.gg. Is it worth the time and effort?

Yes. Gangplank is one of the best champions to OTP as he is useful most of the time and shows signs of brilliance every now and then when he synergizes with some new runes/build.

With that being said I wouldn't recommend that you half-ass him, go either full OTP or don't even bother.

One Trick Pony, means that you only play this champion and learn all of their matchups perfectly so you can play into anything and survive but then stomp anything that GP beats regularly.

One-Trick-Pony - people who (nearly) exclusively play a certain champion. The boards tend to dislike OTP's, however in your case it would help you a lot as you could then focus on learning your champion so that you are comfortable with it and then could start thinking about what to do rather than constantly wondering how you have to play your champion mechanically.
