Olaf is actually below 50% winrate unlike Riven. If I'm facing a Riven in 100% of games she's not banned in, I'd like to actually be able to go to top lane without exploding the moment I step outside my turret. Olaf actually needs buffs right now and he's one of the very few champions the keeps Riven in check.

garen only counters bad rivens.
Once you get higher elo and the riven is a dedicated one trick pony it becomes a skill matchup.
