Could Banner of Command trade 10 AP for 100 more HP?

From 200 to 300 HP. From 60 to 50 AP.

I think that would make it more effective for AP Off-Tanks and Supports, while still keeping it viable as a utility/defense option for AP Carries.

Especially since the Aura was nerfed a while back.

Have you considered that the item wasn't really meant for ap off-tanks, but rather for supports that wanted the active. The reason it has low defensive stats is because you are giving them up for ap. If the defence was raised, the item would lose its identity.
