Why trolling , inting and feeding in ranked games is allowed in pre-season?

So you pushed that dumb video called pre-season https://www.youtube.com/watch?v=Mb53aa_nFTo , try meta and troll as much as you want.

Yet there people like me who would like to climb still and would like to win their games atleast while improving on their mains, that why we still playing ranked over normal cause we "Try-hard " if you wish to say but according to that video and your pre-season rules you allowed to troll, feed and inting as much as you want in ranked without any punishment and don't tell me riot doing anything toward this players cause everyone running it down mid and say it "Pre-season i don't care"

And you still think people won't be toxic, you still going to think people going to be around happy and enjoying game when they can't even be toxic toward people that inting and knowing that they won't get punishment while themselves if they opened their mouth with any word they going to get banned ?
