So, it's passive it's unique, so you won't have that item twice since you would lose the passive. But if 2 players have the item, they can bind to the same champion? Or even worse, the 2 players can bind to each other? How the item interacts on those cases? We had a lot of unique passive for you own champion, but I'm starting to wonder how this works on your allies. How this works?

I'd imagine you can't chain multiple on the same person, but you could probably run several in a team if you wanted.

That might be true. That would still leave enough room for 2 of them on 5 man teams. The item would still get nerfed if two is too much better than one.
My major concern is with it's how it activates. An 8 second boost to both players, may not be that bad on paper. But when combined with Righteous Gory, Talisman, or any other item/spell that makes engagements easy, That could get abusive fast.
