Is this their way of making support Veigar viable since so many people hate the stun nerf?

This is actually a gigantic buff for mid lane veigar, because at end game a normal mid has somewhere between 3-8 assists usually, so that is anywhere from roughly 15-40 bonus AP for a team fight late game

It's just as much a buff for Veigar mid as it is for Veigar support

Buff to all flavors of Veigar actually.

If you get a lot of kills, this passive is good on live, and will be good next patch. If you get a lot of assists (which just might happen, even as mid Veigar), this is strictly better no matter where you are, versus really bad on live.
