So they adjusted things so that Chronoshift is now enhanced by WSB. Is it worth taking, or should I stick with Thunder?

You probably want to stick to Thunderlord's Decree.

Windspeaker's Blessing would only really apply to his ultimate so you'd be without a Keystone mastery most of the game if you took it.

I could see an argument to use it for support zil, since he probably won't get enough AP to have a big heal on the ult. Mid zil should have enough AP to not really bother with it.
