If Towers have targeting priority, why can't champs?

In other words, if I'm farming a wave, and a Twitch comes out of nowhere, and I hit A and click the map (signaling that I'm not fine with the current target) when doesn't the champ prioritize the champ?

Cause that can interrupt you farm and mess up your CSing. You pretty much just run a marksmen as a tank and consistently poke your opponent to pretty much 'taunt' them and you'll both be useless and can't farm.
