Is Polymorph as good as I think it is?
Am I correct in assuming Polymorph basically allows your struggling ADC to murder their fed Draven?
If so, why don't we see a lot more Lulu support? According to Champion, she's 23 of 25.

Polymorph is arguably one of the best removals in the game because for only 4 mana, you can not only kill a big minion but silence any potential deathrattle effect it may have had. Overpowered imo

No more than any stun or knockup will. A CC combo on Leona will do the same thing if that's what I need, and Leona is just plain stronger than Lulu.
Lulu support isn't picked because she's legitimately terrible. Her damage has been nerfed over and over again to the point where she's not a good damage threat, polymorph is a pretty good hard CC but it's not really stronger than the CC that other champions bring, and the only thing she's actually good at is peel. She's outclassed in damage by mage supports and Sona, she's outclassed in peel and ADC enhancement by Janna, and she's outclassed in CC by tanks. She's bad at everything.
Polymorph is a good CC, it prevents attacks, spell casts, and slows movements. But there are even stronger forms of CC, like Stuns or Knock-ups. That's nothing unique to Lulu.
Lulu is a situational pick, and a lot of people think she's terrible (she's not), so they don't play her as support.
The polymorph is amazing because it's one of the few remaining targeted disables/stuns in the game. If you ever play duo bot lane, Lulu/Kog'maw is hilarious.

All supports have great CC, it's one of the key factors of a support's kit. Lulu's Polymorph doesn't really stand out compared to a wide range of other CC effects in terms of strategic value.

Polymoprh is pretty average compared to most CC supports are capable of, so that's not giving her a leg up in the support rankings.
As for why she's not picked frequently: Support Lulu was always pretty mediocre when top-lane Lulu was ruling the meta, and support Lulu was arguably hit harder by the nerfs directed at top-lane Lulu than her top-lane position was hit by. Now top-lane Lulu isn't ruling the meta.
Also: Lulu's kit is a pretty solid jill-of-all-trades, master of none kind of deal. Issue with such kits is there's a very fine line between being too good at adapting to every situation, having no weaknesses, and being able to easily exploit the many weaknesses of a more focused opponent vs. being so lackluster at everything a more focused opponent can just steamroll over the jack-of-all-trades champ by doing the 1 thing they do best.
ATM Lulu's numbers are low enough to give a lot of players pause when playing her.
