Storm Raiders seems to fade away late game?

I've been messing with this keystone and I'm a bit surprised at its early game. It is noticeable a bit when you proc it, because it is a huge speed boost, but late game it doesn't seem to exist as you gain more movement through items and skills..

It kinda weird cause most keystone get better late game but this one seems to fade off. Its animation/effects are also hard to see and I'm not always sure it has been proc.

IDK, I feel this keystone needs some small fine tuning.

MS softcap really diminishes the value of the mastery after you get tier 2 boots

The big problem with the mastery in and of itself is that people don't really "Stay" near lanes as the games go on (which is more or less what it was designed for, to do giant bursts of damage on one end of the map and chase your opponent in a straight line to finish them off). While changes to it shouldn't really be a priority, changes to other things (like combining the mastery things that give passive out of combat movement speed and a bonus for walking through river) could make it a tiny bit better while also helping other characters, namely supports.

In my experience, the only champ it really helps late game is Nasus. He can hit anyone with Q on the enemy team then bum rush the adc whilst being basically immune to slows and having ~600 movespeed. Most other champs who would use it don't really have a use for it late game in team fights because they either can't deal enough damage to proc it anyways, have mobility and don't need it, or aren't tanky enough to be able to just run through the enemy team. The only champs I can think of who could make use of it late game are below and most of these have better choices. Nasus Darius Garen Illaoi Mordekaiser Nasus Olaf Renekton Shyvana Skarner Trundle Tryndamere Yorick
