We already are dealing with the overpowered Zed, that will just make him stronger. Not to mention it will make every AD Assassin be able to spiral out of control with it.
And what if ADC's get a hold of it?

If assassins as a class can be stat-bound properly to the item, it should be a long-term win for everyone involved. The idea of having such an item looks healthier to me than the current state of throwing a random assortment of items at ad casters and assassins that are core on other classes and hoping nothing breaks. If assassins are more of a problem with the item but other classes aren't, that's going to be Riot not having a proper gauge on what assassins should be able to do.
