is a CORE item on him. 
may seem good but its not really good compared to Rylai's which is overall way better for him especially when rushed. Gives him health to survive longer which makes his Iron Man passive get bigger. Gives him a constant slow which helps him, and finally gives him 100 AP which is strong on him.
could very well be great on him though don't rush it. Maybe 2nd or 3rd? Other then that I'm not to sure. Might have to build him on a match to match basis. As in adjust as needed.

first when against AD (don't build hourglass though because the item sucks for the price)
After your first buy on defensive item
If you are being bursted by AD champs and need movement speed
If you are being bursted by AP champs and need more healing/survivability.
Get this after rylais if snowballing hard, otherwise it's more of a 5th or 6th item. The heals and active are really nice, but doesn't help if you just get bursted.
Swifties are pretty much always your go to boot because morde is a slow piece of shit.
Another good item you can pick up if you want after Rylais.
Another great snowballing item which makes you hit your Q's much faster, gives 20% CDR and gives you more damage on autos. Only get this if you are dominating.
