Why is Kai'sa the only ADC that is actually viable with a AP or hybrid build?

Well thats kinda my point though. If I build AP Lucian, my ratios suck. If I build AP Ez, my ratios are decent but I can still miss skill shots. When I build AP Kaisa, the damage is reliable with good AP Ratios.

The point I'm getting at is why does riot allow her to be the only ADC that is actually viable with an AP build. What about the other ADCs with AP ratios? Like Lucian? Why are they left in the dark when it come to AP builds. Riot might as well remove those AP ratios if they are not going to make the champ decent if they build AP.

Ezreal, varus, tristana (moreso pre marksman rework but still fun), kog maw, miss fortune

Most of these champs except for maybe Varus, can't carry like Kai'sa using an AP.hybrid build. The rest tend to be gimmicky
