Carries do not belong in the jungle
Jungling is a supportive role that's intended to trade map influence+safer gold income than lanes for weak scaling. Risk-free PvE should not be a gateway to hard scaling. The safest role to farm from should absolutely not have the means to solo laners with dumb shit items like
, nor should they be able to scale on anywhere near equal terms to a well-farmed laner unless they're being funneled or they're extremely fed. Push the jungle back towards something closer to season 2. Jungling should be primarily for champions who do not heavily depend on gold and just need enough gold+XP to remain relevant. Tanks, supports (yes, we SHOULD encourage more supports in the jungle; Ivern is simply not enough), and early game champions that focus on ganking or counter jungling the enemy, such as Lee Sin and Elise.
Champions who are meant to scale well and snowball should be pushed off and rebalanced into lanes where their kits actually make sense.
The simple fact of the matter is that junglers scaling anywhere near as well as laners who take far more into account before they can actually scale (an opposing laner, wave management, the enemy jungler etc) is toxic to the game; despite how you might claim to the contrary because you haven't seen it in a while, almost nobody enjoys metas where the jungler can PvE in complete isolation and then come out as strong as or stronger than laners. The only time junglers come at risk of being poached on their camps is if they've played their hand too far and overstayed in a lane long enough to be stolen from safely, or if all 3 lanes are losing and pushed, which usually means the game is over anyway.
Let's fix the game, now, Riot. You know what needs to be done.
