Can someone explain to me why ekko can't have his ulti without mana?
i just want to understand

its the same reason basically all mana champs cant have their ultimates without mana.
I'd be fine if it just healed him or it just did damage, but this does both and MORE for 0 mana. That doesnt make any sense at all to have so much power and utility on one ult that costs nothing regardless of his mana costs or thematics.

There are many more ults that do more damage than his that are AP, what's the point? Give him an 100 mana cost for his ult, than it will achieve nothing besides turning off the clone, which will anger people when all of a sudden he just gets a 100 mana, then ults and no one knows where he went - and everyone will still say OP.

Not counting AP ultimates that deal damage over time due to channeling or "staying in it's range", they'res not that many ultimates that deals more damage then Ekko's. Yes it takes a bit of time/knowledge and some what skill on setting up your clone to set up but the amount of damage it does on top of the heal/re-position is to much imo. Also I feel that 70 seconds is a bit to low of a CD.

Tbh, his ult isn't the problem. Everyone has to realize that his Q shouldn't proc his passive, along with toning down his E's damage. If you latch on to his ult, you'll just nerf something that doesn't need a nerf.

Yea I do agree on that, I feel his Q should only proc his passive once and not both times. People keep saying his laning phase is very bad, but don't realize that at level 2, if you land both proc's of his Q then you can instantly E on to them and do over half their HP and speed away from any chance of them re-acting.
Though I feel that damage from his E itself isn't the problem, but for the fact that it applies spell effects.
Thematically it doesn't make sense to lose something when you go "back" in time. Otherwise, Ekko's ult compared to other AP burst, is rather low in it's damage and telegraphed. His other skills also drain a lot of mana, so if we're to give the ult a mana cost - we would need to lower the cost of one or two of his skills. Which, would make him a bigger lane bully by comparison of present Ekko. Gameplay wise, Ekko's ult isn't only for killing, it's a utility skill to help Ekko escape and position himself.
His E is the only real OP skill in his kit.
