some people here actually think he has a strong early/mid game LOL but then again a lot of people here think vladimir is a vampire too.
either way I don't get why so many mages have strong early/mid game WHILE still having insanely good late games 
Even in the LCS games where he is picked he does his job but you can see how teams take advantage of viktors weaknesses throughout the game.

Having a better late when your early/mid is terrible isn't that good.
Poppy has arguably the best late game in the entire game yet is she pick/ban?

Well you don't play viktor so I can't see how you know whats good and bad on him.

like tryn isn't weak, he's also not bad at trading but arguably his early/mid is nothing compared to his late game

Viktor gets his major powerspike after getting rabadons or ludens which is pretty insane because most champions get their big powerspikes after their first item while viktor gets it during his 3rd.
Before that you should have morellos and 2 upgrades on your hexcore so thats a lot of gold he already has to spend just to be "ok" but not that strong yet.

You're supposed to get 15% scaling CDR, 5% or even 3.75% from masteries and morellos which is what you want.
CDR boots is pretty bad unless you are forced to take different runes for a specific matchup which RARELY happens.
2k on upgrades, morellos, sorc, rabadons/ludens if against squishies, void staff before rabadon/ludens if against tanky champs

well viktor can build a lot of things and still work, it's all preference.
With my build I get 30%+ cdr pretty early and get to spam a lot of spells in teamfights. I dislike CDR boots because sorc boots help him against tankier champs but a lot of viktor players never even get CDR boots either.
