Let Ezreal's W grant him the attack speed

Currently, and as it's always been, Ezreal only gets the attack speed bonus from his W if he E's or flashes into its path.

In most circumstances, that means he won't get the attack speed.

This is definitely a straight-up buff, but I'm asking that that allow him to get the attack speed from the W as he fires it, without needing to put himself in its path.

To trade off for the more reliable steroid, it could/should be reduced as well.
