Cassiopeia at like a 36% WR at one point this patch.
She's not quite release-Syndra or Yasuo terrible but I think she can do it.

What?? I've been doing so well with it. I think she is a lot more fun to play!!!
http://champion.gg/champion/Cassiopeia if you pay attention to the frequent runes/masteries the win rate is like 47%ish. In my opinion though if they wanted to buff her they'd have to nerf her late game. What I mean is her core theme is snowballing and abusing the fact that AoE > Single Target damage in team fights. Meaning she'd have to lose some of her AoE for some more of a early power spike. So tbh it's gonna be a trade off.
