Uncertain about Riots intent with general hybridness

There hasn't been a champ released that could viably build full AD and full AP since like season 1-2ish, but pre-existing hybrid champions, items and masteries are continually tuned and balanced.

An example would be passive changed to deal half magic dmg, further solidifying his identity as a hybrid.

But then other champs lose there hybrid capabilities(), and while some items gain more hybridness(), others lose them completely(old & )

Id really appriciate some red text giving some clarity on the hybrid aspect of this game, and whether or not we'll ever see a true duel scaling champion again.

P.s. I like hybrids because if you enjoy a certain champ or even main it, but your team lacks a certain type of damage, you can still play the champ you want and only have to adjust your build/playstyle, rather than picking another champion.
