Item Concept for AP Tanks and Jungle Mages (Please Look)

I have an idea for a new Advanced Tier item that can help AP tanks in lane and mages in the jungle.

Before we discuss stats I linked a picture of how "I" think this item should look for thematic reasons.

http://www.81stgeneration.com/image/cache/data/products/goodluck/resized/01glVCN208_Vintage_style_roman_numerial_pocket_watch_locket_pendant_quartz_bronze_long_necklace_1000x1000-500x500.jpg

Here is the item:

New item #1 PARADOX PENDANT (Was gonna go for "Locket but item 3190)

Tier: Advanced | Cost: 750gp

10% Cooldown Reduction 5% Movement Speed Unique- Time Collapse (Dealing magic damage to enemy units bends time around them causing to take 1% of their max health as magic damage every 0.5 seconds for 1.5 seconds [max 3%] Deals 25% increased damage against monsters. Your basic attacks refresh this damage).

BUILDS INTO 2 ITEMS:

New item #2 Time Stream Gauntlet Cost: 2900gp (recipe 1100gp)

80 Armor 20% Cooldown Reduction 6% Movement Speed

Unique Passive: Reduces the Attack Speed of nearby enemies by 15%. 1000 unit range. (Does not stack with item 3110)

Unique- Time Collapse (Dealing magic damage to enemy units bends time around them causing them to take 1.5% of their max health as magic damage every 0.5 seconds over the course of 1.5 seconds [max 4.5%] Deals 25% increased damage against monsters. Your basic attacks refresh this damage).

Build Pattern:

Paradox Pendant + item 3082+ 1100gp (2900gp Total)

New item #3 Deja Vu Sash 20% Cooldown Reduction 70 AP 5% Mov Spd Unique- Time Collapse (Dealing magic damage to enemy units bends time around them causing them to take take 1.75% of their max health as magic damage every 0.5 seconds over the course of 1.5 seconds [max 5.25%] your basic attacks refresh this damage).

Recipe: Paradox Pendant+item 1052+item 1052+1200gp (2820gp Total)

Not entirely sure how attack speed could help, for example, Fiddlesticks.

Hell, most AP Bruisers rarely auto attack or have the auto attack modifiers necessary to make that Attack Speed useful in nearly any stage of the game, to be frank.

Then why you don't give some honourable suggestions "TehNacho"?

Even when I play Sejuani I don't use attack speed. So with what "TehNACHO" said, I don't see how these items promoting attack speed can help these two classes of champions in their roles.

AP jungler will most often buy the *Devourer enchantment to give them the sustained damage they need. This item is to synergise with that giving them shorter cooldowns and increase attack speed (for the on-hit damage they would have) for faster clears, not to mention the mov spd they would have for roaming.
