so he can actually build Frozen Heart without going over the cap

On the other hand not needing that much CDR frees him up to build a better damage item item 3157 and still hit CDR cap.

or you could just build frozen heart anyways because you like all that extra mana and armor it has along with the aura all for the cost of getting only 10% CDR when he reaches lvl 16

Or perhaps the CDR change is intentional so we stop seeing Ryze going top and building Frozen heart and countering pretty much all the AD top laners while also getting damage/CDR off of it. Sort of like how Cass's CDR scalings mean she doesn't get to build Athenes/Morello's for infinite mana (ontop of her E mana restore) which would mean infinite spam in lane.

To be fair did you ever actually see a Zed with FH in lane. He sort of had to buy tear/ROA first and the laning phase is usually over by then...

Well, it maintains normal gold efficiency until level 16 when you get level 3 R, so only affects his mid-late game if you pick it up early. If you need it I still think it'll be efficient enough; besides, that'd just nerf his mid game in favor of a tiny bit of gold efficiency. Doesn't sound like a fair trade.

But hey, I'm not number crunching this either. Just a noob opinion.

I imagine for most people this has next to nothing to do with gold efficiency. I can at least speak for myself when I say that knowing I've gone over the CDR cap will haunt my dreams almost as persistently as taking AP runes and utility masteries on Garen.

Going over a cap is precisely about gold efficiency...if you go over that means some of your gold was wasted on a stat you can't use.

I know it's technically about gold efficiency, but it's also about OCD :\

Hah, true story! I hate wanting all the support items that end up putting me over CDR cap.

No, please, don't get me started on support items... I had to stop playing support because I couldn't keep track of all the actives people expect you to buy :c

I wonder what's the intended strategic play behind Ryze's mana scalings, now that he's getting reworked. On one hand, that's part of his theme, and is a pretty unique way of increasing in power (plus it lets him deal more damage when building tanky), but on the other this massively increased CDR he's getting will pretty much lock him out of item 3024 , which would otherwise be a fantastic pick on him, along with other potentially interesting items like item 3065 and item 3028 / item 3174 . Mana itemization in general doesn't really feel as interesting as it could be, with items like item 3040 and item 3042 mostly serving as crutches to champions with otherwise crippling mana issues, and might need to change completely, so it would also be good to know what choices Riot intends players to make when building items on Ryze.
