QOL improvements for quick cast and other settings

Would it be possible to get settings, such as quick casting selections, to NOT be stored as a file in my league folder on my computer but instead be attached to my summoner and even each individual champion?

I may be wrong but i think item sets are already stored this way, so why not?

For the computer thing, if multiple players in the same family share a computer, or if you use another players laptop while yours is getting repaired, it's really awkward to try to quick cast something and have it off on you, and probably worse going the other way.

For champions, maybe others don't have this problem, but there are some ultimates i just do not want to smart cast, while there are others i really want to. Malzahar ult? Definitely want to smart cast that. Twisted fate ult? I want to make sure I'm within range before i give myself away. Or in general, playing a champion i know really well, i want the advantage of quick casting. Playing a champion in normals for the first time, i need to get used to their kit with normal casts until i know their spell ranges, etc...
