Why isn't nidalee in bloodmoon?

It's not because of her traps because Shaco also has traps. It's not because of her sustain because akali has sustain. It's not because she is "a control jungler" or something because Lee Sin is in there, and he usually builds bruiser/tanky in the games that he is played in.

So what's the reason?

She doesn't have shock value burst like the others do. She has to land a spear or a trap and then can do a burst. She's essentially a poke Mage until said poke lands, then converts into an assassin.
