Why do the Veigar nerfs on PBE target his W, his least reliable source of damage?

Riot usually states that they try to nerf the most reliable skills when balancing, considering that Veigar is already a champion with extremely low counterplay wouldnt nerfs be better targeted at his utterly absurd point and click 1 shot ult?

Remove the AP on enemy bonus damage component of his ultimate and also reduce its cast range making it riskier to use.

He'd need to have compensation in other areas. His ult would be horribly bland as it sort of is already.

i dont see why he would need compensations, he already wreaks 1v1 and can even kill entire teams with his overloaded aoe
