Eye of the Equinox is the only Support item without CDR.

its an item thats mainly for support tanks like leona.

these champions are getting tank items and cdr like item 3110 or item 3025 by midgame.

you already listed item 3401 which makes another 10% cdr as an alternative to the eye.

and 6.9 warmogs will gain 10% cdr aswell.

item 2303 simply fits better into a tank build granting raw health, with the big reistance items adding mana and cdr.

To be honnest, I really like that the item doesn't give cdr. Often the hp is just worth more. The more common tank builds are:

It's true that you won't always reach the max cdr cap that early in the game. But that's where item 3158 exist for isn't it.

right. i forgot locket and spirit visage granting cdr aswell. so there are a lot of cdr options for support tanks.

Do people actively play the Eye items? I was under the impression that they were sub-par.

It doesn't need cdr it is perfect the way it is. The amount of hp you get for it is perfect for tank supports I wouldn't change it if you don't like it then get item 3401
