Bans are duplicated to keep champs from being permabanned

Sounds crazy, but I think this is what was going through Riots mind.

They think players will do things like take a gamble and say "Alright, I think the other team will ban Lulu, so I'll ban a different champ so something else is blocked as well."

This creates a risk on whether or not the other team is thinking the same thing or not, leaving the possibility of no one banning Lulu.

I think the whole aspect of perma banning champions is going to lead to confusion in the long term. Because if a champion becomes perma banned for long enough, People will enventually forget why said champion was perma banned, and stop baning them. Especially when a New OP comes around, because it pretty much means reevaluating the entire top tier.

And remember what Riot said about Agency. People are going to start banning the picks that will most effect them. (Don't expect the support to ban Yasuo for you) Over all, I suspect the chances of duplicate banning are over stated.

Remember when everyone forget Yasuo exists and stopped banning him. I don`t
