These Vladimir buffs, will toplane Vlad fall back into meta

I understand why they want to buff him, his win rate dropped pretty hard but isn't this solely because he was played almost exclusively as a midlaner mage? Vlad made the transition to toplane long ago simply because his low range and bad early game wouldn't allow him to compete with the lane dominant mages.

Despite not seeing Vlad in the toplane he is like all ranged in the lane a bully, unlike most of them though he is hard to kill thanks to building fairly tanky, his sustain and his pool.
