Why does Lissandras ult have a casting time on herself?

I can understand casting it on another champ....but herself? She's the Ice Queen, I would think she would know how to instantly shroud herself in ice. I have died SO many times in that 0.7 second window when she is attempting to cast it. Riot should make this an instant spell.
