Will Syndra be receiving her Transcendence changes now that the preseason is started?

I know Riot said it may or may not stay, but can we get a word on whether or not it has been decided to keep the changes? The only thing it lacked were changes to Force of Will and Unleashed Power, which Riot said they were still pending changes for. Would love to know, Riot!
