Why does Zed get to long range farm, and poke, and cs?

He can farm/poke with his Q, or WQE.

He can poke with the same exact combo

But at the same time he can out farm because of this manaless poke and because of his passive, but at the same time as that he can just all in you? And if you even try to get anything off on him he'll just shadow away.
