like ruining the game of other guys take the lane of the guy taking their farm stealing monster in jungle intenzionally not helping at all ecc and if you don't say a word these things will never be punished and is really unfair and way worse than flame which you can mute i'm not saying this makes flaming ok it is still bad but riot should focus more on assholes not some mad guy

That's a bit like saying that there are worse things than having your car stolen, like murder, so you shouldn't lock up your car while murder still exists.

The thing is, flaming is (relatively) easy to detect with machine learning; those other behaviours are harder to detect (and, frankly, also rarer.)

So it's not that unreasonable that Riot try to do something about the easier and more prevalent problem first.
