Can Lucian just get a new passive already?

Lucian is either super OP or complete garbage and it is 100% based on how well can he abuse his passive in the current meta. Either he is unable to trade even equally with because his passive ensures that he always wins or he is completely over powered by his opponent's burst or whatever. There never seems to be any middle ground here.

Maybe a full new passive is just what he needs. Something to allow him more time in that middle ground area where he is not pick or ban, but also not ban just so my teammate can pick him. If a completely new passive is not on the table, then how about a time window for its use? Like every 7-6-5 seconds he gets to use it or only on his E and W. Something like that.

He is now bordeline op and extremely hard to play vs, because of the stupid Botrk rework. He rushes it first, giving him sustain, att speed, slow on active and damage. Combined with how his kit is, the moment he dashes next to you its gg unless your support exausts / cc. I agree, he needs a new passive or he will never be balanced, unless they redo the mastery system. He was permabanned 1 year ago, then nerfed and was weak, now some new items came up and he became op again combined with some small buffs here and there for him in the last 5 patches. Another very important thing to note is he has great synergy with every support champ. He can work in kill lanes, poke lanes, sustain lanes, cc lanes.. Basically he can have full use of what each support champ brings. Other ADCs aren't that lucky and have poor synergy with some supports. Having said all that I still prefer him than how lethality Varus and MF were. Also I can see that he is a bit more skill reliant than some other marksman. He is also squishy as every other adc. Yet I'm not a game designer and probably my opinions is wrong.

P.S. About the mastery thing.. They reworked it in season 6 so that it's unique and not just 'best preset builds with passive stat buffs' .. Yet the way it is now, it is still the same as it was 3-4 seasons ago. There are still FOTM 'best builds', yet what's different is that now masteries actually make certain champs OP and several keystones crated terrible balance issues. I totally prefer the old 'boring' passive stat buff masteries in season 4 and 5 and before that, to what it is now.

the problem is not his passive, the problem is the interactions. his passive is fine, but it + items + masteries is not fine. so just fix the items and masteries, problem solved.

Wouldn't fixing his passive be better since then only he is effected by the changes? If you change items and masteries, then all of the other champions who use them but are not broken with them will suffer because of it.

Fix the problem directly, not in some crazy roundabout way that just simply hides the real issue under the rug. You should never change everything else to be balanced around the one thing which is abusing it. You fix the thing abusing it. Everything else is working within reason with this current state. So why change it just so that one champion who is abusing it no longer seems like they are?

yes and no... look, Gnar, Yasuo, Lucian, Ashe, MF. some of them have a broken kit that need fixing, other's have a kit that's fine but some items and masteries break. just look at 2016 Fervor and FM, Rioter have said that they are broken and em need of fix.

in fact, what broken Gnar in 2016 and make him go "rampage" during iwcq was the FM + Fervor combo. Gnar kit works well with item 3022 and we could exploit 2016 fervor for fun and profit. but that doesn't mean "change Gnar kit" because others ADCs and other champions started to use the same broken things. namely, yasuo and kindred (ok in case of kindred was more, I need it to be viable) with frozen mallet + fervor. and pretty much every ADC used fervor.

yes some abuse more that others, but sometimes you need to look at the pattern. and BTW, changing a champions kit is not a good Idea, it mess up all data, in other words: you can create a scenario just like the Rengar after rework, and despise what data said at the time, Rengar was OP very OP.

P.S.: I don't the idea of changing champions kits to much or changing items, because it's throw champions out of balance in a very aggressive way, but sometimes you just need to chance and you follow this order: Items, masteries, champions. because, if you make a champion with a op build meh, when you nerf that build, that champion is just gonna "on vacation mode".

Lucian has a passive?

Everytime he uses an ability, his next AA is a double shot. THe second shot does not proc on time on-hits like Spellblade, but it does for lifesteal and has its own crit chance.

This is why the item 3153 item 3071 build is currently so effective on him, he needs significantly less time to stack BC and each hit deals 8% of the targets current health, while healing him for 15% of the damage he dealt. He basically gets twice as many autos as other ADCs in a short trade or initiation, especially at early levels when every auto basically can "chunk". Not to mention that his "bonus shot" adds a stack to Fervor.

His passive is most of his identity tbh. It's why Lucian-Braum make a good botlane. It would be like making it so Ezreal's Q no longer triggered Sheen.
