Why are these champions not being looked at?

Riot, can you address the fact that Haven't seen the light of day in ages? Has their popularity sunken so low that you can't afford to work on a champion that doesn't generate revenue?

All these champions have the potential for greatness but they feel so niche and out of touch with the rest of LoL's standards now a days it feels like we wont see anything to these champions for at least 2 years.
