I was trying to find an ap top scanning through my pool and noticed him there. I had forgotten all about this guy. I've seen kennen/poppy/urgot more than him and those are the most rarely seen champs for me

redniwediS1 votesThe key here is that you have to be good with him. He's a bit like Teemo at the moment, if you're good you can make a fair impact on the game, but if you're mediocre or bad you'll fall behind real quick.

3TWarrior1 voteshe's very viable as a tank because he discourages chasing, the problem is his only crowd control other than position is his E, allowing him to throw an enemy and possibly root them at your team.
so I don't advise him, but as the other posts say, if you are good with him, he is very viable
