yes he does. Viktor top just buys IBG as his first finished item; the rest of his build has quite a bit of AP on it.

Sure hes a mage, but if hes building Bruiser/offtanky you cant really call him a mage. Thats not mages being broken, just viktor.

I can only think of 2 true mages who are doing well, and they're only really doing well because they're abusing range, cc, and tank items and not because they are inherently mages who deal AP damage
