Anyone else feel that Jhin is just a tad too strong in the early game?

For as powerful as his late game scaling, he seems to be too strong in the early game due to my experiences. I think his kit provides plenty of counterplay, especially when teamfights start to break out (low mobility, moderately difficult to kite with, needs good peel), but I feel like his early game is pretty damn strong for a late game scaling ADC.

Anyone else feel like this or is it just me?
