Champ is still 100% pick ban in high elo and probably will still be in competitive, still compeltely faceroll auto win lanes.

Gut his damage for the love of god, SAVE TOP LANE from those degenerate champions.

Riven does not build full tank and do 1/3rd of a bruiser full health in a single spell.

an on-hit build has no burst and no defence, no on-hit build should be able to 1v1 a riven unless the riven is incredibly far behind, or plays it terribly,

Ornn literally has three passives.

Can buy non-consumable items out of combat without returning to base. (Personally I'm really surprised there's no penalty for this, like a 10% tax on items bought outside the shop.)
Deals bonus % max HP magic damage and a knockback when attacking enemies with his unique debuff.
Makes everyone on his team artificially scale better by providing unique upgraded items. This one in particular will make Ornn even more pick/ban if Riot ever makes games consistently last longer.

I really don't think he's going to be properly balance-able while his passive does so much even before factoring in the rest of his kit.
