You know, it dumbfounds me how people even downvote Rubick threads and posts. Honestly, they make more sense than anything you'll ever read on here (INCLUDING most riot posts/responses).

Riot's approach to balance has been super skewed with no real proper explanation for why. I mean, fuck, we're still pretending Cho'gath building 6 damage items but still having 5000 health in the late game is healthy?

It's is pretty clear that riot is good with adc being second ranged assassins, so there's that. Yeah gp nerf and buff of his counters will probably kill him. Even while being so broken gp atm (Cause of klepto + resolve second not champion, but ofc riot won't say that they fucked up with kleptomancy) he's got around 52/53%? It shows how small is impact of top carry in the meta.
