Why is Twitch STILL NOT getting reworked despite being beyond broken

You have a champion with a game mechanic that has literary no valid counters except an unreliable pink ward from a class that's countered by positioning with the ability to raze the whole team in seconds by abusing ADCs crit potential. Not only that but the cherry on top, he also has a decent AOE slow.
